About Us
PUC is an independent regulatory commission, separate from the Executive and Legislative branches, which has been created by Guam law pursuant to requirements in Federal law. PUC is governed by seven commissioners who serve six year terms under appointment by the Governor and confirmation by the Legislature. PUC's enabling legislation is contained under Guam Code Annotated Title 12 and can be accessed through the Compiler of Laws website.

Commissioner Bios
Joseph McDonald. Mr. McDonald is a graduate of Saint Mary's College in California. Joe fills one of the two commissioner positions for community representation. He is brand manager for Mid Pacific Distributors. His current term expires on October 2012.
Michael Pangelinan is a partner with the law firm of Calvo & Clark, LLP. His practice focuses on commercial transactional work on behalf of hotels, media companies, retailers, wholesalers and service industry clients in Guam and Saipan.
Mike received his B.A. from the University of California, Berkeley in 1992 and his J.D. from Loyola Law School, Los Angeles in 1995 where he was senior editor of the Loyola of Los Angeles International and Comparative Law Journal. He was law clerk for the Honorable Janet Healy Weeks of the Superior Court of Guam (1995–1996) and research attorney for the Supreme Court of Guam (1996–1997).
Admitted to the bar in Guam and the Commonwealth of the Northern Mariana Islands, Mike joined Calvo & Clark as an associate in 1997 and became a partner in 2003. He is Vice-President of the Guam Bar Association, and was Chair of the Ethics Committee of the Guam Bar Association from 2007 to 2009. Mike was appointed to the Public Utilities Commission in 2008. His current term expires on September 30, 2011.
