PUBLIC NOTICE
On October 5, 2011, GTA TELECOM LLC [GTA] filed notice with the Guam Public Utilities Commission [PUC] under 12 GCA §12106 of its intent to implement a new product offering under GTA General Exchange Tariff No. 1. GTA seeks to establish a tariff for the introduction of “Fractional Primary Rate Interface—Integrated Services Digital Network (FPRI)”as an enhancement to the current product, “Primary Rate Integrated Services Digital Network (ISDN) offering.
A Primary Rate ISDN service is currently offered on a 24 channel (23-B channels used to carry digital voice traffic and/or data messages and 1-D channel which carries information used to control the PRI channels) basis. GTA indicates that the FPRI offering will allow business customers flexibility to purchase B channels in smaller increments beginning at 6-B channels and 1-D channel up to 23-B and 1-D channel.
PUC will examine the tariff and will welcome public comments regarding whether the tariff should be suspended in whole or part pursuant to 12 GCA §12106[e] pending an investigation concerning the lawfulness thereof.
GTA’s Tariff Transmittal No. 18, Fractional Primary Rate Interface, is available for public inspection at PUC’s office at Suite 207 GCIC Building, Hagatna and on PUC’s website at www.guampuc.com. Public Comments regarding the tariff should be filed with PUC on or before November 7, 2011. A Public Hearing will be conducted on this tariff on November 7, 2011, at Suite 202, GCIC Building, Hagatna, at 7:00 p.m., at which time members of the public or interested parties will be provided with an opportunity to comment on the tariff.

NOTICE IS HEREBY GIVEN that the Guam Public Utilities Commission (the “PUC”) shall conduct public hearings related to the June 28, 2011 Base Rate Case Petition filed by the Port Authority of Guam (“PAG”).
The purpose of the public hearings shall be to receive public comment and testimony regarding PAG’s request for a tariff increase of 3.95% per annum and other tariff rate adjustments detailed in the petition.
PAG’s June 28, 2011 Base Rate Case Petition, with supporting testimony, and all other relevant documents and materials filed in the instant docket, are available for public inspection at the PUC’s office, which is located in Suite 207, GCIC Building, 414 West Soledad Avenue, Hagåtña, Guam. A copy of the proposed rate increases and adjustments may also be viewed at PAG’s website, http://www.portguam.com.
The PUC shall conduct a public hearing on October 27, 2011, 6:00 p.m., at Suite 202, GCIC Building, 414 West Soledad Avenue, Hagåtña, Guam. No rate increase shall become effective unless approved by the PUC. Interested persons may participate in the public hearings by application to the PUC at Suite 207, GCIC Building, 414 West Soledad Avenue, Hagåtña, Guam. The PUC also welcomes public comments at the hearing.
The PUC further invites public comment and testimony at additional public hearings, which shall be held at the following locations and times:
October 28, 2011, 5:00 p.m., Asan Community Center; and
October 28, 2011, 7:00 p.m., Dededo Senior Citizens Center.

On January 20, 2011, GTA TELECOM LLC [GTA] filed notice with the Guam Public Utilities Commission [PUC] under 12 GCA §12106 of its intent to implement a new tariff under GTA General Exchange Tariff No. 1 for the provision of Signaling System 7 transmission speed of 64 Kbps.
PUC will examine the tariff and will welcome public comments regarding whether the tariff should be suspended in whole or part pursuant to 12 GCA §12106[e] pending an investigation concerning the lawfulness thereof.

On February 23, 2011, GTA TELECOM LLC [GTA] filed notice with the Guam Public Utilities Commission [PUC] under 12 GCA §12106 of its intent to implement a new tariff under GTA General Exchange Tariff No. 1 for a promotional offering for customers who subscribe to Spyder Broadband Services without voice services [Tariff Transmittal No. 16]. Under the promotional tariff, such customers will have access to 911 services and to GTA for service (repair) issues.
GTA also proposes to introduce a promotional discount off Service Ordering Charges when the subscriber requests a change in location of his primary voice service. During the promotional period all applicable nonrecurring rates will be charged and the promotional monthly rate will be $1.00 per line. PUC will examine the tariff and will welcome public comments regarding whether the tariff should be suspended in whole or part pursuant to 12 GCA §12016[e] pending an investigation concerning the lawfulness thereof.

PUBLIC NOTICE
On February 28, 2011, GUAM TELECOM LLC [GT] filed notice with the Guam Public Utilities Commission [PUC] under 12 GCA §12106 of its intent to implement a new tariff under GT General Exchange Tariff No. 1 for Lifeline Assistance and Operator Services.
GT has decreased its rates for Advanced Features, Business Rates and Charges, Basic Feature Set and Advanced Feature Set. The tariff provides for Operator Assistance Services. For certain types of calls involving customer access to Operator Assistance, there is a one-time rate of $4.00 per call in addition to applicable per minute rates.
A Lifeline Assistance credit will be available to certain low income subscribers in the amount of $13.50; the amount of the credit will not exceed the charge for local service. Customers eligible under the Lifeline program will also be eligible for connection assistance under the Link-Up program.
GT’s tariff for introduction of Lifeline Assistance and Operator Service is available for public inspection at PUC’s office at Suite 207 GCIC Building, Hagatna and on PUC’s website at www.guampuc.com.
